Two cities in Vermont will allow noncitizens to vote in local elections, unless lawsuits prevent the laws from going into effect. The two cities—Montpelier, the state’s capital and Winooski,will permit noncitizens to vote in elections for offices such as mayor, city council and school board.. Both communities amended their city charters which were approved by voters in order to open up elections.
