The Philippine president has threatened to impose martial law nationwide to combat a serious threat in the southern region of Mindanao after fighters there beheaded a police officer and took churchgoers hostage. The ongoing violence has forced thousands to flee the city of Marawi, located about 816km south of the capital Manila. Duterte declared martial law on Tuesday in Mindanao – which makes up roughly one third of the Philippines and is home to 20 million people. The military claimed to have killed at least 13 fighters, members of groups that have pledged allegiance to the Islamic State of Iraq and the Levant (ISIL) group.
A class action lawsuit in California, reveals that Transit Police are using a free “Bart Watch” app and Stingray surveillance to secretly spy on commuters texts and emails. The lawsuit reveals that Transit Police are using Elerts to secretly collect everyone’s cellphone identification number, otherwise known as International Mobile Equipment Identity number (IMEI). The lawsuit warns that Transit Police also use Stingray surveillance to identify individuals and spy on their texts and emails.
Gov. Scott Walker wants to make Wisconsin the first state in the country to require childless adults applying for Medicaid to undergo drug screening, a move that could serve as a national model. Walker’s plan, which needs federal approval, comes as he prepares to run for a third term next year. Walker has talked for years about drug testing Medicaid and food stamp recipients, as a way to make welfare programs a “trampoline, not a hammock” to get people back into the workforce.

Former Greek Prime Minister Lucas Papademos suffered burns to his hands and legs in a bomb attack in his car, according to reports. His driver was also injured in the Athens blast. Local media outlets reported on social media that the bomb was contained in an envelope, however this has not been confirmed by officials.

President of the Philippines, Rodrigo Duterte, asked Russian President Vladimir Putin for modern weapons. The Philippines will need the weapons to struggle against the Islamic State terrorist organisation (banned in Russia), a message posted on the website of the Kremlin said. "We had a number of orders in the US, but the situation in the USA not very smooth lately," Duterte explained. Chaos in the Philippines city of Marawi as government forces and militants linked to Islamic State battle for control. Marawi, which is colloquially known as the ‘Islamic city’ is the focal point of a dramatic outbreak of violence on the archipelago’s southern island of Mindanao. Heavily armed insurgents laid siege to a prison, seized hostages in a church and paraded through the streets in Marawi in a show of force.
