Biden signed the Lend-Lease Act of 2022 into law. The Act, previously used to arm the Allies of World War II, will expedite American arms shipments to Ukraine, suspends limitations on the quantity of weapons and other military supplies Biden can send to Ukraine or “other Eastern European countries,” although it stipulates that Kiev must pay for whatever it receives. Weapons sent under this act are separate from the $4 billion in military aid the US has already sent to Ukraine since the start of Russia’s military operation in February, and from $33 billion worth of military aid the president asked Congress to approve. Power-grid operators across the country say they can no longer keep up with demand since wind and solar power are inadequate. The consequence is rolling blackouts during heat waves and other peak usage periods. America’s energy grid no longer has enough capacity to service everyone.
