SMART AI COINTELPRO: The FBI War on Civil Rights Fomenting Agitation and the Erosion of Liberties 2025

COINTELPRO, a program conceived in the 1950s under J. Edgar Hoover, still stands as one of the darkest chapters in US intelligence history. Its unprecedented systematic attempt at political activism mind control and the aftermath it left in civil rights and liberties make it a significant part of US history. The program, headed by Hoover, had the stated aim of neutralizing and surveilling groups deemed subversive or a threat to the status quo. These included civil rights organizations, left-wing political activists, Black Power movements, and anti-Vietnam War protestors. However, COINTELPRO was just one element in a broader network of government-sanctioned surveillance, repression, and psychological manipulation aimed at suppressing political dissent. This article will be about the roots of Cointelpro through to now-we live under "Smart" Cointelpro, aka as Tyranny. Operation Paperclip was a U.S. program to recruit Nazi scientists for military and intelligence purposes starting in 1945. It included prominent figures such as Dr. Josef Mengele, who conducted horrific human experimentation in Auschwitz, and Hubertus Strughold, later to become a leading figure in U.S. space medicine. The second character is Otto Bode, another researcher in mind control. A number of the scientists involved with these psychological war operations were associated with the mind control experiment, with techniques such as MKUltra from the CIA. A drug and hypnosis-based study for behavioral control, among others, was devised in which many of these people running the infamous and unethical programs had previously performed the same types of experiments in prison camps during the war. The U.S. overlooked their Nazi ties in exchange for their expertise.

Covert operations, which are now supposedly involving the FBI in concert with agencies such as the CIA, NSA, and the general Military Intelligence Technology Complex, have taken a turn and progressed to things as highly sophisticated as their Drone and Satellite Vircators. Theoretically included is an array of microwave or directed energy weapons, or DEWs, part of a general class of new high-tech tools for combat or control.

The Active Denial System is a millimeter-wave technology microwave weapon system designed to cause nonlethal effects, including intense heat capable of dispersing crowds or incapacitating targets without permanent injury. Other systems use high-powered microwave and radiofrequency energy to disrupt electronics, cause thermal effects, and act as anti-personnel devices. These would include not only crowd control but also EMPs that could take out infrastructure and advanced energy beam weapons—what some people colloquially refer to as "ray guns." The applications range from area denial to soft-kill operations, using pulsed electromagnetic energy to disable or deter without physical destruction.

Long-range acoustic devices and systems that weaponize RF energy or electromagnetic radiation—the list of such technologies goes on and on, and this is how non-lethal deterrents are now becoming a very important part of modern security and defense strategies. Examples include Raytheon, Lockheed Martin, Boeing, and Northrop Grumman for leading the development and manufacturing of such weapons, and other firms being BAE Systems, Rheinmetall, Leonardo, and Thales. Where foreign elements are the China Academy of Launch Vehicle Technology, Russia's Rostec, and India's Defence Research and Development Organisation. Other famous government agencies involved in their development include DARPA, the US Air Force Research Laboratory, and the Directed Energy Directorate. Academic and industrial research bodies such as the China Academy of Engineering Physics and Elbit Systems point to the interest and investment in microwave and directed energy weapons worldwide.

This tends to be in relation to newer technologies and their implications for defense and ethical matters.

Smart Cointelpro represents a multi-dimensional threat to political control. It is within this context that the most infamous mechanism of COINTELPRO—that which utilized surveillance—operated, from wiretapping and mail interception to undercover agents infiltrating political groups. The line between legitimate law enforcement and political repression was blurred in the actions of the FBI. Whereas COINTELPRO was designed to counter what the FBI termed "radical threats," these operations frequently targeted nonviolent activists or civil rights leaders such as Martin Luther King Jr., Malcolm X, and Fred Hampton. The FBI cloaked its activities in a domestic security narrative, in which the Cold War was a context in which dissenters were constructed as security threats.

But the FBI did not act in a vacuum. The CIA, NSA, and military intelligence were running their secret operations, many of which had similar purposes. This effort to monitor and control political activism during the 1960s and 1970s was not limited to COINTELPRO but involved a series of covert programs designed to destroy social justice movements. These included Operation CHAOS, MKUltra, Project Paperclip, and others.

The FBI's war against civil rights movements was particularly odious in its targeting of the leadership and membership of the Civil Rights Movement after the victory of nonviolent resistance mobilized by figures such as Martin Luther King, Jr. The agency aimed to undermine the SCLC and other organizations through a mix of surveillance, disinformation, and psychological warfare. At the peak of FBI influence, such attempts of discredit by the FBI reached their apogee, culminating in the infamous 'anonymous letter sent to King in 1964, encouraging him to commit suicide after attacking King's character and personal life' (Garrow, 1986). This ruthless campaign had a profound impact on the civil rights movement, and understanding this impact is crucial to empathizing with the struggle of these activists.

However, the efforts of COINTELPRO did not stop with Martin Luther King Jr. These efforts also included the targeting of the Black Panther Party—a group that supported Black Power and armed self-defense against police brutality—through infiltration, rumor-spreading, and incitement to intergroup violence. Despite the extreme measures taken by the bureau, the courage and determination of the activists, such as Fred Hampton, the head of the Black Panther Party in Illinois, who was killed in 1969 by the FBI in a raid that killed him while he slept, are truly admirable. Their unwavering bravery in the face of such adversity is a source of inspiration and commands respect and admiration.

COINTELPRO and African American Activists

The FBI's infiltration and disinformation operations were targeted explicitly against Black Power. COINTELPRO was designed to discredit the Black Panther Party and Nation of Islam using informants inside these groups who created splits in the organization and then passed on fabricated news to the press. These tactics were not limited to the Black Panther Party; other African American civil rights leaders, such as Malcolm X, experienced them. FBI harassment against Malcolm X involved surveillance, manipulation of public opinion, and attempts to incite violence on his part against other leaders. They also worked to monitor Black Power Movement activists, often penetrating local chapters of such groups as the Student Nonviolent Coordinating Committee (SNCC), seeking to disrupt activities and shape public perceptions of African American radicals.

FBI Targeting of the Black Panther Party

The FBI's direct targeting of the Black Panther Party is perhaps the clearest example of its counterintelligence efforts to destroy a political movement through covert operations. The Black Panther Party represented a unique threat to the FBI due to its influence in urban centers and its advocacy for armed self-defense. It was through COINTELPRO that the FBI employed disinformation, infiltration by informants, and deadly force in the assassination of Fred Hampton. Other tactics the FBI used included psychological warfare: spreading rumors to sow distrust within the Party and provoke violent confrontations.

Furthermore, it demonstrates that the FBI's focus on the Black Panther Party was part of the broader scheme against the movement in general and against the plethora of smaller, grass-roots groups and activist community-based organizations whose interests were with those of the Black Panther Party. Despite the FBI's attempts to sow discord, the unity and solidarity among the various civil rights groups and activist organizations are a testament to the strength of the movements and the sense of community they fostered. Quite clearly, it was all an attempt to destroy such entities' moral character and their leaders as violent criminals.

COINTELPRO Penetrating Technique

One of the most used tactics under COINTELPRO was infiltration. The FBI placed informants within the activist groups to break down the internal cohesion. The informants would incite violence or provoke leaders into radical actions that could then be used to justify legal intervention. Paid FBI informers operating within the Black Panther Party set about creating trumped-up charges and theft of intimate materials or introduction of its members into criminal hands. This seemed to succeed for the FBI on the one hand by debilitating the Panthers but also threw internal division within such civil rights struggles.

FBI Suppression of Political Dissent

These tactics of surveillance and infiltration were not limited to the Black Panther Party or the Civil Rights Movement. Throughout the 1960s and 1970s, the FBI worked to suppress political dissent from a broad range of movements. Anti-Vietnam War groups comprised yet another threat to national security and, as such, were subjected to surveillance and intelligence gathering under programs such as COINTELPRO and Operation CHAOS. The latter was the CIA's creation and referred to the infiltration of anti-war groups and protest movements, also using methods like monitoring and disinformation campaigns from COINTELPRO.

Another category of such targets consisted of Students for a Democratic Society, Weathermen, and other extreme left-wing parties. The FBI resorted to an unprecedented level of manipulation of the psyches and the spreading of misleading information in an attempt to depict the political activists as dangerous radicals—thus justifying intervention by the government (Garcia, 2019).

However, aside from the civil rights and Black Power movements, COINTELPRO also targeted many countercultural icons that emerged in the 1960s and 1970s. These figures were symbolic to the FBI of the more extraordinary revolt against government authority within society, cultural, and political life.

The famous folk singer Phil Ochs was a victim due to his music, which carried many politically incorrect messages against the US policy, particularly about the Vietnam War. Ochs's anti-establishment songs like I Ain't Marching Anymore made him a recognizable voice in America and a target for the US government. As a result, FBI surveillance and COINTELPRO-like methods sought to sabotage his career by portraying him as a threat. Another would be the Grateful Dead band leader Jerry Garcia, seen as possibly radical and indeed a dangerous influence for long periods due to his music culture.

These figures represented, at times in poignant and unique form, the wide ideological rebellion and political dissent that took place during the 1960s, and thus became fair targets of FBI suppression, illustrating how COINTELPRO had a far-reaching impact on the public and artistic communities.

The Rise of Smart COINTELPRO (1976-2023)

In the decades following the end of COINTELPRO, one might think that the suppression of dissent would come to an end. But the legacy of COINTELPRO didn't die with its official termination in the 1970s. As surveillance technologies advanced, so did the scope and sophistication of intelligence operations, leading to the rise of Smart COINTELPRO.

This new wave of COINTELPRO, stretching from the 1980s to today, continues to target political activists, whistleblowers, journalists, and others challenging government authority. Modern techniques include the use of social media monitoring, facial recognition technology, and data-mining programs, which have turned the surveillance state into something much more invasive and effective than it was during the height of COINTELPRO. What is now called Smart COINTELPRO uses these tools to track activists in real-time, predict protests before they happen, and neutralize opposition without anyone even knowing they are under surveillance. This development continues the historical legacy of COINTELPRO and signals that government agencies have, in fact, successfully adapted their repressive tactics to new, digital, and networked environments.

Smart COINTELPRO is alive and growing in the American system today. With the advances in technology and the expansion of surveillance tools, government agencies have continued their efforts to neutralize political dissent, whether it’s through monitoring activists on social media or using high-tech equipment to track and disrupt protests. The legacy of COINTELPRO has become a cautionary tale in the digital age, as we continue to grapple with the balance between national security and civil liberties. For those seeking political change or social justice, history has shown that the struggle against a deeply entrenched surveillance state is not a new phenomenon. It remains, instead, an ongoing battle for the preservation of democratic freedoms in an age of increasing technological control.

The Emergence of "Smart COINTELPRO" Scalar Weapons: A Modern Tool of Political Repression

The term "Smart COINTELPRO" refers to a modern iteration of the FBI's COINTELPRO operations from the 1960s and 1970s, which sought to neutralize political activists and organizations deemed threats to national security.
